Mesa is an experienced politician who appears to stand a decent chance of uniting Bolivia’s fragmented opposition. However, he is hardly a new face and he may struggle to build an alternative policy platform.

Impacts

The legality of Morales’s candidacy is likely to be the key target for the opposition campaign.

Mesa’s role in the unsuccessful negotiations with Chile over Bolivian access to the sea will not prove a handicap.

Even if it wins the presidency in 2019, the MAS may lose its absolute control over the legislature.
