Significance
President Vladimir Putin's foreign policy agenda is constrained by domestic problems and priorities as well as ongoing confrontation with the West. Polls show that enthusiasm for the annexation of Crimea has faded while the Syrian intervention is a costly diversion that entails economic and social costs for the Russian public.
