This comes shortly after Victoire Ingabire, leader of the opposition United Democratic Forces of Rwanda (FDU-Inkingi), accused the ruling Rwandan Patriotic Front (RPF) of a systematic campaign of intimidation of opposition actors, following the September 23 murder of FDU-Inkingi national coordinator Syridio Dusabumuremyi, the latest in a string of suspicious incidents.
Rwanda and Uganda in August agreed to restore bilateral ties; this may help relieve tensions for now, but they could quickly flare again.
Spillover may reach the wider region: an RPF-loyalist diaspora leader was recently killed in Mozambique, possibly by Rwandan dissidents.
Foreign tensions also carry economic risks: the IMF has recently warned Rwanda is vulnerable to external shocks, especially on trade.
