Significance
This was because the United States, frustrated at what it perceives as the body's overreach, has been blocking the appointment of new judges. As a result, there are no longer enough judges to hear cases.
Impacts
Washington probably will return to pre-WTO dispute resolution mechanisms, including negotiations.
Other parties such as the EU and Canada will pursue work-around mechanisms.
The WTO appeals body will be unable to accept new cases until it has a quorate number of judges.
