In early 2020, parliament may open a debate on amending the constitution to revive the long-abandoned Broad Guidelines of State Policy (GBHN). Restoring the GBHN would increase the powers of parliament and reduce those of the president. Lawmakers who support the amendment include members of President Joko ‘Jokowi’ Widodo’s Indonesian Democratic Party of Struggle (PDI-P).
Jokowi will try to downplay uncertainty surrounding the constitution, aware that it may be discouraging potential investors.
Restoring the GBHN would likely increase corruption among lawmakers.
Tensions within Golkar will subside following Airlangga Hartarto’s confirmation as the party’s leader earlier this month.
