The expansion of Brazilian cartels in Paraguay.

Significance

Leading Brazilian drugs cartel Primer Comando Capital (First Capital Command, PCC) organised a large-scale escape of its members from a prison in Paraguay, the second-largest prison break in Paraguay’s history. The escape was apparently orchestrated with the connivance of senior officers in the police service and beyond.

Impacts

The state lacks the resources to combat Brazilian cartels and related public sector corruption effectively.

Brazilian crime crackdowns may push more organised crime activity across the border.

External pressures will increase official pushback on organised crime but this will be inadequate to halt its expansion.
