Significance
The failure to muster sufficient votes to impeach reflected the weakness of the case presented and the tactics of those involved, and public aversion to jeopardising stability, with COVID-19 causing dire social and economic effects. The Constitutional Tribunal (TC) must now re-examine the grounds for impeachment and define more closely what is meant by ‘permanent moral incapacity’.
Impacts

Congress will seek to appoint new TC members it can manipulate.
Vizcarra will retain his immunity from prosecution until he steps down as president.
The failed impeachment bid will scupper the presidential ambitions of some of those involved.
