Significance
President Vladimir Putin has dropped ambitions to lift Russia into the top five global economies and postponed by six years to 2030 his plan to halve the poverty rate. The COVID-19 pandemic and global oil price slump are blamed for this, but a broader sense of urgency on economic and social indicators seems to have been lost now that 2024 is not the end date for Putin's presidency.
