Significance
To date, Venezuela has been among a number of countries placed on the political and diplomatic back burner by the United States. This risks damaging US economic and security interests, and it is preventing other countries and international organisations from achieving progress on a route out of Venezuela’s protracted crisis.
Impacts
The White House could reap significant diplomatic dividends in Latin America from relatively small steps forward in bilateral relations.
Domestic political considerations make any major shift unlikely ahead of US midterms, given the lack of electoral boost it would offer.
Greater divisions over US policy on Venezuela are likely after the midterms, given the probability of Republican congressional gains.
