Significance
A career prosecutor new to politics, Yoon faces a steep learning curve. Imposing his stamp on his fractious People Power Party (PPP) will prove difficult. His actual politics are unclear, but he is no hard-right ideologue. His instincts seem small-state libertarian, a rare stance in Seoul.
Impacts
Yoon will strengthen the alliance with Washington and seek to mend fences with Tokyo.
He will be more robust than his predecessor towards China and North Korea, but will not stoke confrontation.
Seoul will not formally join the Quad, but alignment with it, already tacitly increased under Moon, will accelerate.
