Significance
The fighting triggered a UN helicopter crash and cross-border clashes with Ugandan troops. The M23 is famous for conquering North Kivu’s capital, Goma, during a 2012-13 rebellion allegedly backed by Rwanda, but had remained largely dormant since its defeat in 2013.
Impacts
The M23’s return may encourage the mobilisation of other armed groups.
An escalation could put infrastructure and regional integration projects on hold, overshadowing DRC’s entry into the East African Community.
A focus on the M23 could distract from other key threats, notably CODECO in Ituri, the ADF in Beni and conflict in South Kivu’s highlands.
