Significance

The country’s first minority government, led by the green Coalition for Reformed Action (URA) party, marks a new and potentially more positive phase in a lengthy political crisis. It may provide at least the semblance of much-needed stability.

Impacts

Regional relations will be largely unaffected, though relations with Serbia should stabilise after a period of deterioration.

In the wake of the war in Ukraine, DPS leader Milo Dukanovic, accused of corruption, will be rehabilitated due to his pro-Western stance.

Relations between government and opposition are likely to remain poor in the coming year.

Local elections in 14 municipalities including Podgorica, scheduled for June, may be postponed.
