Significance
The opposition to the ruling Congolese Party of Labour (PCT) is weak and fragmented. Some opposition parties have decided to boycott the elections, which they regard as largely a one-sided contest. Meanwhile, the increase in commodity prices combined with major debt restructuring has vastly improved the government’s fiscal position.
Impacts
Low voter turnout is likely.
The opposition will fail to capitalise on urban discontent.
Weak public-sector capacity will undermine planned development programmes.
