Formally, the sanctions were removed because Mali’s military-dominated transitional government promulgated a new electoral law as well as a new 24-month transition timetable. The more fundamental reason for ECOWAS’ decision was the crushing toll of sanctions on ordinary Malians, combined with the inability to sway Mali’s junta towards a faster transition.

Impacts

The resumption of cross-border trade will be a boost to the economies of Senegal, Ivory Coast and other key trading partners of Mali.

The lifting of ECOWAS sanctions is unlikely to prompt the junta to relax its crackdown on dissent in the capital, Bamako.

They are also unlikely to change the junta’s approach to insecurity in the centre and north of Mali.
