Significance
A wave of prison breaks has added to the country’s broader security problems. Since late 2020, criminal gangs and extremist groups have carried out at least nine successful jailbreaks across the country, freeing more than 5,000 inmates.

The next presidential administration will not prioritise prison reform.
Growing strains on government revenues may make the prison system more vulnerable to attack.
