Significance
The 2014-17 conflict destroyed entire neighbourhoods. Reconstruction has been paralysed by rivalries between eastern strongman Khalifa Haftar and his allies, who control the city, and the government in Tripoli.
Impacts
Egypt is frustrated with the lack of progress with reconstruction.
Politics and security problems deter foreign investment.
Longer term plans for decentralisation will stall if reconstruction of the city is not tackled urgently.
