Significance
The Shura Council was first proposed in 2003 but fears that it would prove a combative institution prompted the authorities three times to postpone its introduction. Since it was elected, the legislature has been compliant, constrained in part by the restrictions placed on it.
Impacts
Power will remain firmly in the hands of the royal family for the foreseeable future.
High standards of living for Qatari nationals will reduce any push for greater democracy by the vast majority of the population.
Qatar’s large migrant population will remain firmly excluded from the political system.
