Significance
Lula and Bolsonaro together received 91.6% of valid votes in the first round on October 2. This result reflects society’s profound polarisation. At the same time, although voting is mandatory, first-round abstention reached a record 20.9%.
Impacts
With fewer regional elections held in parallel to the presidential race, turnout is likely to fall in the run-off.
The question of who benefits from lower turnout will largely depend on which regions have the highest levels of non-participation.
The lack of policy proposals will leave doubts as to the incoming government’s substantive agenda.
