Significance
It will be notable for the absence of most of the Gulf Arab leaders, including Saudi Arabian Crown Prince Mohammed bin Salman and the president of the United Arab Emirates (UAE), Mohammed bin Zayed.
Impacts
The thin turnout of heads of state will make it hard for Algeria to use the event to boost its credentials as a re-emerging regional power.
Algeria has maintained friendly ties with Russia since the invasion of Ukraine, while other Arab states have sought neutrality.
Pledges of Arab aid to countries badly affected by the Ukraine war are likely, but the absence of Gulf leaders will limit the largesse.
