Significance
The fighting apparently started when the Congolese army (FARDC) on October 20 tried to recapture Bunagana, which the rebels seized in June. Instead, a dramatic rebel counterattack has put them within striking distance of Goma.
Impacts
Popular frustrations and radicalising rhetoric against Rwandan and Kinyarwanda-speaking groups increase the risks of xenophobic violence.
Possible confrontations between the M23 and anti-Rwandan rebels could prompt Rwanda to expand its efforts to neutralise those groups.
The unrest might further delay preparations for the 2023 elections.
