Significance
A high-level Organization of American States (OAS) delegation, sent to Peru to mediate the conflict in relations between the executive and legislature, appears to have achieved little. Peru’s presidential system is being increasingly undermined as Congress asserts its constitutional prerogatives.
Impacts
With Kurt Burneo reappointed as finance minister, a pro-business agenda will prevail.
The government will be under pressure to adopt measures that help sustain its popularity.
Congress will oppose any attempt to bring forward legislative elections.
The OAS will be challenged in seeking to produce a formula that will satisfy both sides.
