Significance

The change was first announced by the Electoral Commission of Sierra Leone (ECSL) in October following a directive from President Julius Maada Bio. The decision is hotly contested. Opposition parties view the change as disproportionately benefiting the ruling Sierra Leone People’s Party (SLPP).

Impacts

The impartiality of the judiciary and electoral commission will be tested further as the elections approach.

The All People’s Congress will see its control over the Freetown City Council reduced after the June elections under the new PR system.

The new Gender Equality and Women's Empowerment Act may have a limited impact due to weak enforcement mechanisms.
