Significance

Ukrainian and Russian officials periodically discuss the possibility of talks, but from very different positions. Negotiations last took place in March 2022, ending when Russia was forced to retreat north and east of Kyiv in early April. In the new situation, Kyiv was no longer prepared to compromise.

Impacts

Kyiv is constrained by public opinion, which limits what it could conceivably give away.

By contrast, Russia's leaders would not be threatened by domestic opinion if they agreed to talks.

Western states have promised not to push Kyiv into peace talks, but their support will be strained if military stalemate is protracted.
