Significance
They build on last year’s rules on ‘deep synthesis’ (or ‘deepfake’) content and long-established rules on online content management. While Chinese tech majors such as Baidu and Alibaba are trialling their AI tools, China is strictly regulating the domestic use of this technology. However, Beijing is using this technology very differently overseas to advance its foreign policy goals.

EU regulation recognises the deepfake problem but US regulations lag far behind.
AI firms will face liabilities for abuse of the technology they market.
Western audiences are more resilient to disinformation than before but such content is becoming more realistic.
