Significance
As Russia has increased its anti-LGBT campaign at home and abroad, the neighbouring Baltic countries have opted to promote equality. However, right-wing populist parties across the EU continue to challenge LGBT rights in the name of ‘true’ European values.
Impacts
EU will push for anti-discrimination and LGBT-friendly legislation in candidate countries.
The election of openly gay heads of state and government is often not followed up by substantive policy changes.
Ukraine may enact a bill legalising same-sex partnerships.
Legislative changes in support of LGBT communities and gender equality may trigger populist backlashes in the future.
