Significance

Achieving that target will require collaboration with provinces, territories, Indigenous partners, industry, consumers and other groups. Consultation around these new regulations would usually be politically uncontroversial but they appear likely to become part of a jurisdictional fight between Ottawa and the provinces.

Impacts

Conservatives will talk of federal overreach in Prairie and Maritime states but less so in central Canada, which already has green grids.

One consequence of the regulations is likely to be heightened interest in small modular reactors as a new source of nuclear power.
