Significance
The report comes after statements by EU leaders that enlargement to the Western Balkans, Ukraine and Moldova has become a top priority. The war in Ukraine has reinvigorated the bloc’s previously stalled expansion process.
Impacts
EU reform will be high on the EU’s agenda ahead of the 2024 European Parliament elections.
The next multiannual financial framework (2028-33) may overhaul structural and agricultural funds to facilitate enlargement.
Member states will prioritise institutional reforms that do not require treaty change.
Ukraine will integrate closer into the EU, without achieving full membership in the near term.
