Significance

Government institutions located in the capital, Khartoum, where major fighting persists, have been severely disrupted. Some have tried to relocate and re-establish themselves in Port Sudan and other towns in eastern and northern Sudan, while state and local authorities seek to operate without much national support.

Impacts

As long as the conflict continues, the reach of national government will remain extremely limited.

State, local and tribal authorities will try to ride out conflicting political pressures for allegiance.

The formal economy will contract further, even if levels of conflict stabilise.
