Parallel imports have played a crucial role in securing the supply of goods for the Russian economy. The creation and management of parallel import channels is now an important business activity for many domestic companies, as well as firms from emerging market countries that are maintaining and expanding trade ties with Russia. Parallel imports have also served as a route for Russia to access sanctioned dual-use technologies.

Impacts

The United States and its allies will increase pressure on major re-exporters of sanctioned dual-use goods, such as China and Turkey.

Russia’s vast illicit trade networks will ensure access to components used in the production of weaponry, although costs will rise.

Parallel imports will not help Russia import large items, such as equipment used in gas liquefaction and oil processing.
