Significance

The PoE has since 2009 reported regularly on North Korea’s violations of UN Security Council (UNSC) sanctions. Beijing and Moscow are resisting an ineffective UN sanctions campaign against North Korea as both have grown more hostile towards Washington’s agenda and are deepening outreach to Pyongyang.

Impacts

Ending the PoE ends all pretence of global cooperation against Pyongyang’s weapons of mass destruction (WMD) programmes.

Sanctions have not thwarted North Korea's arms programmes; other non-Western states may feel emboldened to ignore sanctions still in place.

China and Russia’s defection from the UNSC sanctions consensus does not mean they will boost North Korea's WMD arsenal.
