Significance
In an attempt to quell popular anger over soaring prices, Havana has imposed price caps on the private sector for six basic consumer goods. This may help fight inflation somewhat, but it undermines the credibility of the government’s commitment to market reforms.
Impacts
Professionals will keep emigrating in large numbers, eroding Cuba’s education and health sectors, state administrative capacity and economy.
A second Trump administration in Washington would delay any prospect of improving US ties or sanctions relief.
Chinese solar farms will boost Cuban renewables production in the medium term but will not offer immediate solutions to the energy crisis.
