Significance
This follows the cancellation of a planned meeting on December 15 between Democratic Republic of the Congo (DRC) President Felix Tshisekedi and Rwandan President Paul Kagame in the context of peace talks facilitated by Angola.
Impacts
The fighting will fuel displacement in Masisi and Lubero and put more pressure on Goma, which relies heavily on supplies from both areas.
Intensifying conflict could see Kinshasa and Kigali increase their support to the Wazalendo and M23, respectively, in an escalatory dynamic.
An advance by the M23 towards South Kivu or Goma risks drawing in Burundian troops or the SADC peacekeeping mission.
