Significance
This reflects traditional divides exacerbated by geography and ethnic divisions, as well as provincial Peru receiving scant benefit from growth in recent decades. With both national and subnational elections pending next year, these are likely to reflect -- once again -- significant differences in voter responses.
Impacts
Further protests are likely in southern Peru.
Suppressed ethnic identities will further fuel discontent.
As currently construed, the ‘canon’ system, designed to attenuate protest over extractive industries, will fail to reduce regional tensions.
