Significance
Zimbabwe’s constitution limits presidents to two terms and Mnangagwa, who has been in power since 2017, will reach the end of his second term in 2028, at which point he had previously vowed to step down. Now, he appears intent on extending his stay in office, possibly well beyond 2030.
Impacts
Any referendum on removing presidential term limits from the constitution will be rigged.
Internal opposition within ZANU-PF could prove a more effective limit on Mnangagwa’s ambitions than resistance by the opposition or public.
There is little prospect of economic reforms or durable solutions to the persistent currency crisis under Mnangagwa’s continued rule.
