Purpose

Academic libraries in developing nations, such as Pakistan, are under increasing pressure to provide readily accessible, high-quality resources that meet students’ evolving educational needs within the context of digital transformation. This paper aims to explore the leadership of college librarians, who are the primary authority for developing and managing library resources within Punjab’s Higher Education Department (HED), focusing on strategies that affect the availability, usability and accessibility of library holdings. The research will discuss reforms and changes in the digital environment and the role they play in shaping patterns of study and the use of academic materials, while managing limited resources and addressing challenges.

Design/methodology/approach

The libraries of 495 of the 829 public colleges run by Punjab’s HED are staffed by certified professionals. To ensure a broad representation of institutional types and geographic regions, a purposive sample of 229 colleges was selected for this study. A case study methodology was used to collect data, including document analysis of institutional reports and policy papers on library resource management, as well as structured surveys of library administrators and staff.

Findings

The findings highlight the importance of strong leadership in allocating resources, embracing new technology and addressing issues with digital libraries, including staffing shortages, infrastructure limitations and budgetary restrictions. To match library services with current academic expectations and establish more student-centred learning environments, this study emphasises the necessity of proactive, flexible leadership.

Originality/value

In addition to providing valuable insights for policy formulation in higher education institutions throughout Punjab and other global contexts, this research advances our understanding of academic library leadership in resource-constrained situations.
