Purpose – Discusses the issues surrounding talent management with Gillian Hibberd, the new head of the Public Sector People Managers’Association (UK). Design/methodology/approach – Looks at some of the difficulties – absenteeism and recruitment – and examines how councils can develop their existing staff rather than attracting outsiders through higher pay. Discusses the role of Skills Pledge and Skills for Life programmes and the effect of targets and employee contracts.
