In today's complex world, mechanised to a degree once thought impossible and draining valuable resources of the earth dry in the quest for even greater progress, one valuable resource stands above all others — manpower. Throughout history, the ability of each country to develop fully and successfully has been dependent on the effective utilisation of manpower. In today's world, the key is still manpower; while physical resources diminish, the hope of overcoming dependence on these resources by exploring new ways to use others lies in the minds of men. We can no longer depend on strength and endurance alone to ensure success; as each country of the world strives for self‐sufficiency, it becomes more and more important that a skilled workforce keyed to today's high degree of technology be available. The transfer of this technology from one mind to another is no longer as simple as in the days when trades were passed on from father to son, or from master craftsmen to their apprentices. The sophistication of today's technology calls for equally sophisticated training programs.
