Those of us who are advocates of change are now very much at the receiving end as far as the training scene is concerned. Against all the rules of good change management however, there is a noticeable absence of direction and we are left in a period of uncertainty and confusion. Most of the ITBs are on their way out and the MSC is promoting a New Training Initiative which may well prove useful in providing certain key skills in the future but is unlikely to make a significant impact in tackling urgently the national disease of poor business productivity. As a result, the ball is now firmly back in the hands of management. For those who are brave enough to take up the cudgels, there is a golden opportunity to bring a new sense of purpose to training.

Following an early career in plant and personnel management in the Chemical Industry, for the past ten years he has directed the research and development programme of the Chemical & Allied ITB. This involved undertaking and managing consulting activity for private companies, Industry and Government on strategic planning and manpower development relating to technological, social and economic problems. His recent international study of technology change in the UK, USA and Japan has been widely acclaimed and has been the subject of seminars and consulting work with international organisations involved in new technology in Europe and North America.

John Russell Associates Limited Also a Chemical Engineer, he worked initially in project engineering and then in managing production and related activities in different sectors of the process industries. Until recently he was many years experience of dealing with organised trade unions. He has made a special study of the attitude of labour towards technology in the UK.
