In addition to changes in the right to buy provisions, the licensing of private landlords and HMOs, and in the regulation of poor housing conditions,the bill reintroduces home information packs which will contain a home condition report. The bill is in draft form and will be consulted on before being tabled in Parliament. The RICS has given evidence to the ODPM Select Committee Enquiry and, among other issues, has raised concerns about shortfalls in qualified home inspectors.
