The Industrial Injuries Joint Authority, in exercise of the powers conferred by Schedule 4, paragraphs 1 and 2, of the National Insurance (Industrial Injuries) Act 1965 and the Secretary of State for Social Services in exercise of his powers under section 31(1) and Schedule 4, paragraph 1 of the said Act, as amended by section 7 of the National Insurance Act 1969, and of all other powers enabling them in that behalf, hereby make the following regulations which have been referred to the Industrial Injuries Advisory Council:—
