It is argued that the development of an enterprise culture within a firm requires the adoption of a holistic approach to personnel management. With the use of survey evidence, problems are identified which affect personnel managers in facilitating this development and changes are suggested which are necessary for the implementation of an enterprise culture within the firm. The implications of the findings are explored with respect to recruitment,training, assessment and the reward system.
