I WAS GOING through some of my bookshelves here at home the other day, trying to make room for my latest acquisitions (and almost slipping into treasonable wishing that we had public lending libraries once again) when I came across a copy of Charge, by Arthur Seldon. This was the book published back in 1977, by Temple Smith, which gave some academic respectability to the relatively small but vociferous, poujadiste opposition to central and local government expenditure.
