Off the cuff

MOST LIBRARIANS are increasingly worried by book losses from their libraries and know that the situation has progressively deteriorated during the last few years. It is not at all easy to know what action to take, since this sort of theft is a general social problem and one of the ugly manifestations of a decline in public moral standards.
