IN CHOOSING the topic of ‘Serving users in hard times’, I am thinking not merely of Britain's current economic problems, but of problems that may be faced by libraries in many countries, perhaps all countries at one time or another. It is therefore a topic of more than parochial interest, and if I use British examples it is merely to illustrate universal problems.
