I am an enthusiast for the education of construction professionals in occupational health and safety under UK Joint Board of Moderators (JBM)-accredited courses. The JBM issues guidelines on this matter (JBM, 2009) and the government has openly recognised shortcomings in this regard. It is with regret that I note that the author gives only passing reference to health and safety risk management, and no mention of the JBM guidelines.
