Briefing: Specifics of construction procurement strategies in CIS

The successful completion of a construction project and the satisfaction of an individual client’s needs depend upon a reasonable balance between three core elements: cost, quality and time. Such a balance is ensured through the choice of an appropriate procurement method. A decision between a separated, integrated or management strategy has to be made. Their suitability, benefits and shortcomings are substantially described within the literature. Meanwhile, there are many legal, financial, technical and other factors which are recommended to be resolved because they have a significant influence on the progress of the project. This paper is not intended to list all legal aspects impacting construction processes in the Community of Independent States (CIS), but rather it is an attempt to draw attention to the most important ones that should be considered when making a decision about the procurement strategy for the construction of a facility, and to improve the outcome of the clients’ and contractors’ decision.
