Health and safety—matching legislation and enforcement

From a global perspective, the author argues that the question of effective enforcement of the legislation on construction health and safety issues is just as important as the law itself. The paper offers a personal viewpoint of what constitutes good health and safety law and sets out a number of factors that might be taken into consideration in setting up an effective national enforcement agency specifically to address the particular health and safety problems of the construction industry. The author also offers his views on present international trends that seem to be happening on this subject.
