The purpose of this paper is to undertake a review of options available post-devolution, for place-based governance and delivery in England, that accommodate place management.
This is a viewpoint article drawing on the knowledge and experiences of two experienced practitioners supported by appropriate referencing.
The paper supports the idea that devolved local governance should adopt a pluralist approach, with options including area committees; existing town and parish councils; place-based, systems approaches; place partnerships; and community anchors and covenants. There is scope for different delivery options to co-exist and complement each other in the same area.
This paper provides a framework to discuss a pluralist approach to devolved local governance, including consultation with government.
