The purpose of this paper is to study the absorptive capacity (AC) of specialized groups within the Brazilian Federal Highway Police (Polícia Rodoviária Federal, PRF) to understand the influence of intraorganizational factors on the AC of these groups.
The paper adopts a quantitative approach, using multiple regression analysis and structural equation modeling to explore the AC of the PRF’s specialized groups.
The findings show that organizational culture, incentives and learning play a key role in shaping the AC of the groups studied. In addition, internal collaboration between specialized groups and other sectors of the PRF emerged as a statistically significant factor influencing AC.
The paper contributes to the underrepresented field of knowledge within the public safety sector. It suggests that it is imperative to prioritize investment in police officers with more limited individual knowledge while maintaining diverse and adaptable networks for knowledge and information exchange within specialized groups.
