The eight public library systems in the County of San Mateo, California have joined together under a Joint Powers Agreement (JPA) for the purchase of a shared automated circulation system. This mutual effort, known as the Peninsula Libraries Automated Network (PLAN), is an effective cooperative library network for the planning, operation, and use of the system. Background information about PLAN member libraries and the circulation system of choice are described, followed by discussion of the basic components of this cooperative effort: 1) Joint Powers Agreement and organizational structure; 2) jurisdiction responsibilities and financial planning; 3) database and policy areas requiring joint decision; and 4) current areas of concern, and benefits to date.
